Ring Central has a plan that will get you up and going right away. I say this is optional because different counties enforce the city ordinances against posting signs. It is also is a bit difficult to manage from overseas or wherever you choose to travel to.

One way you can pay your signers is to have them take a picture of each sign they put up with a copy of that days paper in their hand.

Pay them $2-$5 for each sign that they hang over 8ft high.
